$12.53 per gallon.. meet the highest place in the world for fuel cost

(Bloomberg) Police clashed with protesters in the Zimbabwean capital as the main labor-union confederation began a three-day national strike after the government more than doubled fuel prices to the highest in the world.

The stay-away comes as a foreign-exchange shortage has sparked scarcities of everything from fuel to bread, caused doctors to stay away from work and companies to cut or cease production because they can’t import raw materials. The main industry body said in a letter to the government that businesses across the southern African nation are on the brink of collapse.

“The house is burning,” the Confederation of Zimbabwe Industries said in a letter to the Industry Ministry.

Residents in the Harare suburbs of Epworth and Mabvuku erected barricades of stones as police fired teargas to disperse protesters. Most of the city’s public transport was at a standstill, with fewer shops than usual open for business and schools asking pupils to return home.

“So far the stay-away has been effective,” Peter Mutasa, president of the Zimbabwe Congress of Trade Unions, said by phone. “We think it’s an act of courage by people who have stayed away. Considering that the strike call was made on a weekend, this has been a success.”

Prices Doubled

The ZCTU, which represents most labor unions in the southern African nation, started the action two days after the state more than doubled the cost of gasoline to $3.31 a liter and diesel to $3.11 a liter. The gasoline price compares with a global average of $1.08 a liter with Hong Kong, at $2.04, being the highest, according to GlobalPetrolPrices.com.

Still, the fuel can be bought with a quasi-currency known as bond notes because they trade at a discount to hard currency on the black market even though the government insists that they trade on par. Electronic money also trades at a discount. Diplomats and tourists can by fuel for hard currency at a lower rate at designated filling stations.

The roots of the crisis lie in a 2009 decision to abolish the Zimbabwe dollar in favor of the use of other currencies, primarily the U.S. dollar.

Industries in Zimbabwe have been denied access to foreign currency since October and companies have been forced to obtain dollars illegally on the black market, the Confederation of Zimbabwe Industries said in the letter. It urged the government to permit interbank trading of foreign exchange,.

Zimbabwe doesn’t have enough foreign exchange to fund imports and pay workers, many of whom are refusing to accept salaries in electronic money or so-called bond notes.

Forex Constraints

“Most of the companies do not have raw materials that go beyond January as most of our suppliers cut us out of stock, and it is only payment in foreign exchange that will unlock supply lines,” CZI President Sifelani Jabangwe said in the letter.

Already one of the country’s biggest companies by market value, brewer Delta Corp. has said it would only accept payment in foreign currency before the central bank promised to find it sufficient foreign exchange. Fast-food company Simbisa Brands Ltd. said last month it would give customers a discount if they paid in hard currency.

The government plans to reintroduce its own currency within 12 months, the state-controlled Herald newspaper reported on Saturday, citing Finance Minister Mthuli Ncube. The CZI said the country need its own currency and wants a clear time frame as to when this will happen.

While the crisis deepens, President Emmerson Mnangagwa is due to be away for two weeks with a trip spanning Russia and Azerbaijan to the World Economic Forum meeting in Davos, Switzerland.

While Mnangagwa has come under criticism for the state of the economy he is under little threat. He was put in power by the military in November 2017, replacing Robert Mugabe who was in power for 38 years, and won a disputed election last year after which six people were killed by the military during protests.

Still, protests today were widespread.

“I think if nothing happens now after this ridiculous fuel price hike we Zimbabweans deserve what we get,” said Hamukwandi Mungofa, a 54-year-old self-employed mechanic in Harare, the capital. “I am for a national shutdown.”

  Valaris Limited announced new contracts awarded subsequent to issuing the Company’s most recent fleet status report on February 21, 2023.   Three-year contract with Petrobras for drillship VALARIS DS-8. The rig will be reactivated for this contract. The total contract value is approximately $500 million, including a $30 million mobilization fee. 100-day contract with a TotalEnergies affiliate for drillship VALARIS DS-12. The contract is expected to commence in second quarter 2023. 70-day contract with Beach Energy offshore New Zealand for heavy duty modern jackup VALARIS 107. The contract is expected to commence in third quarter 2023. The total contract value is approximately $26 million. President and Chief Executive Officer Anton Dibowitz said, “We are particularly pleased to have secured the award for preservation stacked drillship VALARIS DS-8, for a contract that is expected to generate a meaningful return over the firm contract term, and we remain focused on exercising our operational leverage in a disciplined manner. This most recent award represents the sixth contract awarded to one of our high-quality stacked floaters since mid-2021, and speaks volumes about our demonstrated track record of project execution when reactivating rigs.”   Dibowitz added, “Following the reactivation of VALARIS DS-17 and DS-8, we will have ten floaters working across the golden triangle, including four drillships in Brazil, a market where we expect to see continued growth over the next several years.”   Updated Guidance   As a result of the contract awarded to VALARIS DS-8, which will require the rig to be reactivated from preservation stack, we are updating our first quarter 2023 and full-year 2023 guidance provided on our fourth quarter 2022 conference call on February 21, 2023.   First Quarter 2023   Contract drilling expense is expected to increase by approximately $5 million to $385 million to $395 million. Adjusted EBITDA is expected to decrease by approximately $5 million to negative $5 million to breakeven. Adjusted EBITDAR, which adds back one-time reactivation expense, is expected to be $25 million to $30 million, unchanged from the guidance provided on our fourth quarter 2022 conference call. Full-Year 2023   Revenues are anticipated to be $1.8 billion to $1.9 billion, unchanged from the guidance provided on our fourth quarter 2022 conference call. Contract drilling expense is expected to increase by approximately $60 million to $1.49 billion to $1.59 billion. Adjusted EBITDA is expected to decrease by approximately $60 million to $180 million to $220 million.   Seadrill Limited announced that the West Neptune has executed approximately six months of term extensions with LLOG Exploration Offshore, L.L.C in the US Gulf of Mexico.   The extensions will commence in direct continuation of the existing term, and will keep the rig busy until Q3 2024, furthering Seadrill and LLOG’s long-term association. Total contract value for the extension is approximately $79 million.   Semisub rig owner Dolphin Drilling has inked a new contract with Peak Petroleum in Nigeria for its 1974-built Blackford Dolphin.   The firm contract, which follows the letter of award in January, gives the Euronext Growth-listed owner of three rigs the potential to extend the unit’s backlog by a minimum of 120 days and up to 485 days. The deal adds to and will be a direct continuation of the previously announced 12-month contract with General Hydrocarbon Limited (GHL).   Øystein Stray Spetalen-backed company said the effective dayrate associated with the minimum firm period of the contract is $325,000, including the mobilisation fee.   “The final award of the contract for Blackford Dolphin shows the opportunities in Nigeria at a strong dayrate, in addition to building on the backlog for the rig.
